Davis Houck, a professor of rhetorical studies at Florida State University, commented, “It’s a metaphorically neutral way of suggesting we might need to redirect our course without implying blame.” He elaborated that the “off-ramp” metaphor allows for continued movement forward, unlike more negative implications of halting progress.

Houck observed that although “off-ramp” isn’t a new term, it has been contextually refined for this situation. “Politicians excel at presenting unfavorable news in the least damaging manner,” he explained.
